The Berlin wall was primarily built to keep East Germans from fleeing to the West. They threw up this wall surrounding West Berlin overnight on August 13, 1961. The wall was used to keep it's citizens from fleeing to the west. Your answer should be D. To keep people from leaving East Germany.
