Slavery developed largely because there were great needs for production which couldn't be paid by the people who owned slaves. They needed to have workers which would work for them at the same time they couldn't afford to pay this mass of people. 

It developed differetly in the parts that are mentioned here because they had different needs at the time. 

The foundation of slavery created because of the absence of Native American work and it grew distinctively in these territories because of confronting vicious and wicked rebellions.
