OPEC or "Organization of Petroleum Exporting Countries", is an organization formed in 1960 by Iran, Iraq, Kuwait, Saudi Arabia and Venezuela. It's purpose is to co-ordinate petroleum policies among Member Countries, in order to secure fair prices for petroleum producers. Therefore the answer is (b)
