The answer is a because the separation of powers wasn't created until later by Montesquieu. The navigation acts dealt with colonial trade, nothing about legal rights. There was no monarchy in the colonies so you can cross out B. A is the only right choice. They felt that they should have the same rights they did in Europe when they come to the colonies.
They expected a voice, because they were technically given the right to vote.
