The idea of concentrated benefits and spread costs holds the key to the solution. This is demonstrated by Gordon Tullock, whose "Tullock Economic Development Plan" (see more on this plan on page 13 of "Virtuous Capitalism," Fred Smith and my 2015 paper on rent-seeking) "involves placing a dollar of additional tax on each income tax form in the United States and paying the resulting funds to Tullock, whose economy would develop rapidly. A dollar a year is not worth the trouble of traveling all the way to Washington and attempting to persuade Congress to change policy, in the majority's opinion.
