The Senate cannot function effectively without its committees. Committees learn about local, state, national, and worldwide issues through investigations and hearings.
To write, take into account, and recommend legislation to the Senate's entire membership. Wide-ranging policy areas are covered by permanent committees in Congress called standing committees. Both the House of Representatives and the Senate have them, and both use markup sessions to discuss and alter measures before reporting them out for the full chamber to consider.
