The process for creating the US Constitution began in 1787 with the convening of the  Constitutional Convention. Delegates debated and argued over the structure of the new government, including how representation would work. The Three-fifths Compromise appealed to Southern states because it meant they could count enslaved people in their population, even though the enslaved people couldn’t vote.

Before the United States Constitution, there was the Articles of Confederation. The Articles of Confederation was known for being very weak and giving little power to the federal government. Under the Articles of Confederation, the government could not tax the states, regulate trade, draft soldiers, or create and enforce laws properly.

The Constitutional Convention of 1787 was originally planned to amend the Articles of Confederation, but this did not go according to plan. The Articles ended up getting scrapped altogether and the United States Constitution was created in its place, which gave power to the federal government.

Another huge problem was how representation in Congress was going to be counted. Smaller states didn't want to count population and wanted everyone to have equal representation. On the other hand, bigger states wanted to count the population towards how much representation was going to be given. The Three-fifths Compromise appealed to the Southern states, as they wanted to count slaves towards their population. This compromise made it so three-fifths of the slave population of a state would count towards their population and therefore count towards their representation in Congress.
