In my opinion there isn't really an explicit point or age its just whether or not somethings out of pocket and said person should know better.

I would say about 11 or 10 below and it's the parents responsibility to correct that and let it be known that said behaviour cant continue

Around 12 up It is both the parents responsiblity and the person invloved but again this depends on the situation
