Answer: The United States Postal Service is different from other corporations like UPS because they are run by the government. Also, USPS can not set prices for mail envelopes on their own. Congress has to do this process. Two reasons it is difficult now for USPS to profit is because:

  • they are a non-profit company
  • much of their profit goes to Congress
