Basically the speech was mainly based on everyone being treated different without the skin color being a problem. The first answer just doesn't work cause supposedly light skinned people got rights. When he mentions the civil war he's saying that they were promised to all be treated better and equally. So B would be correct since this promise wasn't justified. The other two answers C and D are never mentioned through the speech.
