In 1821 Greece declared its independence after a stream of victories. Ottoman Turkey did manage to defeat the rebellion and push it back to a tiny area of Greece. However the damage was already done. The old myth of the undefeated Ottoman has collapsed in the eyes of the enslaved Greek. This sends a non existent country to a frenzy of rebellion. As such Greece goes into a continuous state of war with the all mighty Ottoman Empire with other countries giving it a zero change of survival.
Problem was that even though we did not have the resources , our economy was non existent and so was our army. On paper there is no way Greece could liberate its territories.
