The Federal Government
The Tenth Amendment in the United States Constitution limits the powers of the federal government to those specifically listed in the Constitution and its changes, with all others powers being "saved" to the individual states and "the general population." All other powers are reserved to the States and to the people, and “therefore explicitly denied to the federal government.”
