Peter rossi dedicated his life to study homeless population along with federal funded programs that might help the homeless to turn their life around. Over time, he realized that both sides are equally to blame for the situation.
One side is that many of the homeless were conducting risky financial behaviour in their life and adopt a defeatist mind set. The mass/government also equally to blame because they knowingly overlook the problem and refuse to address it.
