All you need to do is plug in the points and see if they work.
y=3x+1; (3, 1)
1= 3(3)+1
1=10 <== this does not work
y=3x+1; (-1,-2)
-2= 3(-1)+1
-2=-3+1
-2=-2 <== this works
"B" is the answer.
